A missing phone, a stolen-device block and a cloned-IMEI warning require completely different legal and technical responses. Before paying for registration or an “unblocking” service, identify the exact problem. A tax receipt does not establish ownership, withdraw a theft report or explain why two devices appear to share an identity.

In everyday language, people sometimes say their “IMEI is lost.” Usually, the handset is missing. The IMEI is the 15-digit hardware identifier needed to report and track that handset.

What do the different labels mean?

| Situation | What it describes | First practical step | | :--- | :--- | :--- | | Lost phone | You cannot locate the handset | Protect the device and accounts; consider a blocking request | | Stolen phone | The handset has been taken without permission | Report the theft and protect the SIM, accounts and device | | Reported-lost or stolen IMEI | A device identifier is associated with a loss or theft report | Establish the report and ownership position | | Duplicate IMEI | The same identifier appears on multiple devices or relevant SIM slots | Request verification of the actual handset | | Cloned IMEI | One device’s identity has been transferred or flashed to another | Preserve evidence and use PTA’s investigation route | | Registration/payment problem | The application or payment remains unresolved | Check the application, PSID and payment record |

PTA’s published framework defines duplication and cloning separately and provides an official process for examining genuine devices affected by duplication. A warning therefore needs investigation; it is not, by itself, proof that the current owner committed wrongdoing.

If your phone is lost or stolen

Act on three separate concerns immediately: access to the handset, use of your mobile number and protection of your accounts.

Use those manufacturer services directly. Ask your mobile operator about suspending and replacing the SIM, and contact your bank if there is a concern about mobile banking app access or unauthorised activity.

Keep any police report or incident reference with your original purchase records. Do not assume a device-blocking request completes those other steps.

How to request a lost or stolen handset block

PTA’s CMS web manual identifies “Stolen Mobile Handset / IMEI Related Complaint” as the category for blocking and unblocking requests. Use the official PTA Complaint Management System and follow its current requirements.

  1. Prepare the details requested for your device, including all 15-digit IMEIs, brand, model and the mobile numbers last used in it. The manual provides separate fields for multiple SIM slots.
  2. If the phone is no longer with you, gather information from existing purchase documents, packaging, or device/account backups. Do not guess missing digits or copy an IMEI from another handset.
  3. Record the incident accurately: when and where it happened, which handset is involved and how you can be contacted. Keep the acknowledgement and complaint tracking number for follow-up.

IMEI blocking is different from SIM suspension and remote locking

| Action | Main purpose | What it should NOT be treated as | | :--- | :--- | :--- | | Device / IMEI blocking | Restrict the affected device’s mobile-network access across Pakistan | A remote data wipe or recovery service | | SIM suspension | Protect use of the mobile subscription and one-time passwords (OTPs) | A complete block on the handset hardware itself | | Manufacturer lost mode / remote lock | Restrict access to the device through iCloud or Google Account | Confirmation of a PTA regulatory complaint | | Remote erasure | Delete personal data through the manufacturer’s supported process | A reversible step with identical effects on every phone |

These distinctions follow the different functions described in PTA’s regulatory framework and Apple’s and Google’s device-protection guidance. Check the requirements for each action rather than assuming one request does everything.

Important Note for iPhone Owners: Apple specifically advises against removing a stolen iPhone from your Apple Account / Find My, because doing so permanently disables Activation Lock, allowing an unauthorized party to reactivate the device.

If you receive a duplicate or cloned-IMEI warning

Keep the complete message, including its date and any response deadline. Compare the identifier in the notice with the handset’s own IMEI information (*#06#).

PTA’s published warning tells users to dial *#06#, compare the result with the message and respond within seven days. It directs unresolved cases to CMS with purchase and FBR payment evidence. Act promptly and confirm the instructions through an official channel.

Warning: Do not follow an unfamiliar payment link or SMS shortcode merely because a message uses PTA’s name.

Prepare an evidence file containing:

| Evidence | What it helps establish | | :--- | :--- | | Screenshot of all handset IMEIs | Identifiers actually displayed by the device via *#06# | | Serial number, brand and model | Which physical handset is under review | | Purchase invoice & original packaging | Proof of purchase and lawful device history | | Registration / FBR payment records | Earlier application and customs duty payment details | | Mobile numbers & operator details | Relevant SIM usage history associated with the slots | | Warning message & complaint reference | What specific regulatory trigger initiated the investigation |

The DIRBS SOP describes checking supporting documents against system information, with manufacturer verification or physical inspection where necessary. Its purpose includes distinguishing genuine devices affected by duplication. Follow the evidence requested for your case.

Can a genuine phone be affected?

Yes. PTA’s published regulations recognise that an innocent buyer may submit documents to establish the authenticity of a genuine device affected by duplicated or cloned identifiers.

They describe conditional restoration through device-and-subscription pairing after official scrutiny. This is a verification mechanism, not a guarantee of unrestricted approval.

What if you recover a phone that was blocked?

Use the official unblocking process on the PTA CMS portal and keep the earlier complaint reference available. The DIRBS SOP links unblocking to the identity credentials used for the original blocking request.

A buyer who discovers an existing theft-related block should seek resolution through the seller and the relevant authorities. Possession of a receipt from a recent resale does not, by itself, overturn an earlier police theft report.

After resolution, retain the written outcome and verify the status of every relevant IMEI on 8484.

Will paying PTA tax fix the problem?

First establish what remains unresolved. Payment evidence, registration information and device-authenticity evidence answer completely different questions:

Before spending money, describe the problem precisely:

That precise description helps you reach the appropriate process without unnecessary delays.
